Who owns mobile marine spaces and resources? Which institutional and regulatory frames oversee oceans management and use, and to what effect? Is scientific knowledge about the oceans sufficient to inform ocean policy? And what do these questions reveal about the dynamic contours of contemporary oceans governance? In this talk, I explore oceans governance through the lens of three distinct institutional interfaces that link processes on land with those at sea: state efforts to establish sovereignty over mobile marine resources, ‘sustainability’ in seafood value chains, and the incorporation of spatial technologies into fisheries management. My findings draw attention to the ways states, firms, science and nature mix in the making of oceans governance.
